Public funding for software and AI projects in Germany: the 2026 reality

go-digital, the federal consulting-and-implementation program, expired on December 31, 2024 - officially due to budget constraints. Digital Jetzt, the federal investment grant for digitalization, had already ended on December 31, 2023. The sibling program go-inno no longer accepts applications either. None of the three has an official successor; the ministry - operating as BMWE since 2025 - points instead to state-level programs, the free Mittelstand-Digital centers, and KfW loans.

For 2027 the federal government has announced a new support measure under the Mittelstand-Digital umbrella; what's visible so far is a re-tender of the center network - no new grant program for individual companies has been announced. Be skeptical of pages promising a 'go-digital successor': that's usually sales, not fact. The good news: some of the remaining instruments are stronger than go-digital ever was - above all the research allowance and, in NRW, the MID program.

Mittelstand Innovativ & Digital (MID) is North Rhine-Westphalia's digitalization program - relaunched as of January 1, 2026: administration now sits with NRW.BANK (no longer Projektträger Jülich - many secondary sources are outdated here), and applications are possible through the end of 2029. The 2026 program has three components; the former MID-Innovation and MID-Analyse vouchers no longer exist.

For software projects the one that matters is MID-Digitalisierung: it funds exclusively project-specific development and implementation services by external providers - precisely the agency model - with a grant of up to €15,000 at a maximum 50 percent funding rate. The official examples explicitly include AI-powered customer solutions and chatbots. MID-Digitale Sicherheit subsidizes IT security measures with up to €15,000 as well (minimum grant €4,000), and MID-Assistent/in funds hiring a university graduate for a digitalization project with up to €48,000 over two years.

Two quirks to know: First, allocation runs through a lottery - you register, and drawn companies then have 28 days to file the digital application. There's no entitlement, but registering costs little effort. Second, a strict no-early-start rule applies: no commissioning before approval, not even verbally. Eligible are small and mid-sized companies under the EU definition with a registered office in NRW.

The Forschungszulage (research allowance) is the underrated giant of the German funding landscape: a legal entitlement instead of lottery luck, nationwide, without application deadlines - and significantly upgraded as of 2026. Small and mid-sized companies receive 35 percent of eligible expenses (others 25 percent), the assessment base rose to €12 million per year, projects starting in 2026 get a flat 20 percent overhead surcharge on eligible costs, and own work by sole proprietors and shareholders counts at €100 per hour.

The decisive lever for agency projects is contract research: if you commission a company in the EU/EEA with the development, 70 percent of the contract costs are eligible - and you, the client, receive the allowance. An SME commissioning a novel AI solution for €100,000 can recover roughly €24,500 as a tax credit (35 percent of 70 percent) - paid out even in loss-making years, which makes it especially relevant for startups, and claimable retroactively for up to four years.

The condition: the work must qualify as research and development under the Frascati criteria - novel, creative, uncertain in outcome, systematically planned. The official definition explicitly treats software development as a possible R&D case; routine implementation and standard customizing don't count, while a novel AI solution with real technical risk can qualify. The process has two steps: first the free R&D certificate from the certification body (BSFZ), then the claim with your tax office.

For larger projects, KfW's ERP-Förderkredit Digitalisierung (programs 511/512) is the realistic financing route. It funds digitalization projects from new software to digital business models to AI adoption - capital expenditure as well as running costs - with up to €7.5 million in the basic tier and up to €25 million in the higher tiers.

What makes it interesting is the grant element: depending on the project's ambition level, an ERP subsidy of 3 percent (LevelUp tier) or 5 percent (HighEnd tier) of the disbursed loan amount is granted, capped at €200,000 - and this portion is not repaid. AI integration using company-internal data is officially listed as a HighEnd topic; KfW's examples include an AI chatbot on internal data. Applications go through your house bank; variant 512, with KfW assuming 50 percent of the risk, eases credit access for companies with at least two annual financial statements.

The BAFA subsidy for business consulting covers strategy consulting - including digitalization and AI strategy - at 50 percent of a maximum €3,500 in eligible costs in the western states, i.e. up to €1,750 per consultation in NRW, at most twice a year. Important: the directive is limited until December 31, 2026, with no successor announced - if you want to use it, do it this year. Only consulting is funded, not implementation, and the consulting contract may only be signed after BAFA's confirmation letter.

Beyond that, free offerings provide orientation before a project: the federal Mittelstand-Digital centers offer vendor-neutral workshops, demonstrators, and around a hundred AI trainers - the current network expires at the end of 2026, with a relaunch tendered for 2027. In NRW, the state platform KI.NRW adds a free AI consultation hour, kick-off formats, and EU AI Act information. No money flows here, but as a free first step before an investment decision these offerings are solid.

The Central Innovation Programme for SMEs (ZIM) continues in 2026 with a budget of €558 million, funding market-oriented R&D projects at 25 to 45 percent of up to €690,000 in eligible costs per single project. The bar is higher than MID's: it must be genuine R&D with technical risk, and an agency can only participate to a limited extent as an R&D contractor or cooperation partner - but for novel product development with a research component, ZIM is a serious option.

In addition, NRW runs competitive EFRE/JTF calls through its innovation funding agency IN.NRW, for example for AI and digitalization consortium projects. These calls have fixed submission deadlines and usually target consortia of companies and research institutions - not a quick grant, but relevant if your project has research character and partners.

First: project before program. A project that only pays off with a grant isn't a good project - funding is leverage, not a foundation. Second: the golden rule of every grant program - never commission before approval, not even verbally. A premature order destroys the entire project's eligibility. Third: do the honest math. A €15,000 MID grant is strong leverage on a €30,000 project and a rounding item on a €150,000 one - there, the combination of research allowance and KfW loan pays better. Fourth: check cumulation - the same costs must never be funded twice, and de-minimis ceilings apply across programs; your tax advisor or a funding consultant helps here.
