What actually moves the price?
User roles and permissions. "Everyone sees everything" is cheap. "Sales sees their customers, accounting sees invoices, team leads approve, auditors read everything" adds weeks of data modeling, testing and edge cases — and most SME projects need exactly that.
Integrations with existing systems. A modern API takes days to connect. A fifteen-year-old on-premise ERP with a CSV export and no documentation takes weeks — and it's usually the reason the project exists in the first place. Get integration effort quoted explicitly, not as a line item called "interfaces".
Compliance. GDPR deletion concepts, audit trails, data processing agreements with every subprocessor. This is real engineering work, not paperwork, and it scales with how sensitive your data is.
Data migration. Ten years of grown Excel data comes with duplicates, encoding problems and conventions nobody wrote down. Budget it as its own work package or it quietly eats your buffer.
Why "we just need a simple portal" is never simple

The invisible part is the baseline every serious web application carries: authentication with password reset and two-factor, role management, an audit trail of who changed what, error monitoring, and admin screens so your team can manage users without calling the agency.
